The brief

The council has been working in partnership with a specialist environmental enforcement provider to promote the ethos of a Cleaner Greener Wyre since October 2018.

This arrangement has enabled council Enforcement Officers to deliver campaigns to inform, educate and prevent environmental crime such as littering and dog fouling, as well as dogs-on-leads/exclusions infringements (PSPOs), supported by education, intervention and enforcement measures as required.

The current arrangement which is due to come to an end in September 2024 is on a nil cost basis to the council.

The council receives a percentage of the fixed penalty income generated through enforcement actions and this is invested back into the service.

The enforcement provider has delegated authority to issue Fixed Penalty Notices on behalf of the council for offences relating to: • Section 87 Environmental Protection Act, 1990 under powers provided by Section 88 • Section 59 of Anti-Social Behaviour, Crime and Policing Act 2014. • Any other offences with the agreement of both parties Cleanliness standards remain very high throughout the borough, but it is crucial to manage issues of littering, dog fouling and dog control, if we are to maintain or exceed current standards.

The Council would like to establish the appetite of the market for this procurement exercise, to determine the most appropriate route to market, and to inform a specification which will be developed for the Invitation to Tender.
