The NLPU wish to secure the services of an agency to assist in the delivery of a PR campaigns targeted at the Sunderland and Northumberland areas.

This campaign is driven by the awareness that National Lottery funding at a local level is low.

This is despite the huge investment by the National Lottery since 1994: £38 billion to 525,000 projects with an average of around 185 grants to every neighbourhood in the UK.

In addition, Camelot Insight (Dec 17) show that local project awareness was in slow decline - only one in three people can name a lottery-funded project local to them.

The NLPU was commissioned by its Management Board, who are made up of representatives from DCMS, the Gambling Commission, Camelot and National Lottery distributors to carry out a sustained and targeted pilot public relations campaign in an area of the UK, aimed at improving these levels of awareness.

The Management Board identified the north-east of England as the preferred region of activity and expressed a desire to focus on an urban and rural location.

Sunderland is the urban location and Northumberland the rural location.

The agency(ies) that is (are) appointed will be required to devise and deliver a six-month campaign in the designated areas designed at raising awareness of National Lottery funding; increasing the number of people who can name a Lottery-funded project in their area; increasing the number of people who see the National Lottery as celebratory and joyous with having people at its heart.

In addition, they will be expected to work with NLPU to identify local and relevant projects to feature in this campaign.

All areas of funding will feature in the activities and all content will be shared within the National Lottery family This pilot is design to be 'test and learn' in its operation and learnings used to inform future campaign work across the UK.
