The brief

West Northamptonshire Council (WNC) is a new Unitary authority that came into existence on Thursday, 1st April 2021 following the Northamptonshire Structural Changes Order 2019.

This Expression of Interest (EOI) aims to inform the market of a potential opportunity and gather feedback regarding the requirement stated below: WNC is seeking a Drug and Alcohol Children and Young People Treatment and Prevention Service that will provide comprehensive support, treatment, and prevention interventions for children and young people affected by drug and alcohol misuse.

The service should address the unique needs of this population and contribute to their overall well-being and long-term recovery.

Provide a detailed description of the services to be offered, including assessment, treatment planning, individual and group counselling, early intervention programmes, harm reduction strategies, and prevention initiatives.

Highlight the importance of age-appropriate and evidence-based interventions that consider the developmental needs of children and young people.

Demonstrate your organisation's experience in delivering specialised services for children and young people affected by drug and alcohol misuse.

Showcase the qualifications and expertise of your staff members, including counsellors, therapists, and prevention specialists, who have experience working with this specific population.

Outline the range of treatment programmes and prevention initiatives that will be offered to address the unique needs of children and young people.

Emphasise evidence-based practices, such as cognitive-behavioural therapy, motivational interviewing, family therapy, and psychoeducation, that have proven effective in this context.

Describe your approach to early intervention and outreach, including strategies to identify and engage children and young people at risk of substance misuse.

Explain how your service will collaborate with schools, youth organisations, healthcare providers, and other relevant stakeholders to ensure a coordinated and integrated approach to treatment and prevention.

Describe your approach to quality assurance, ensuring adherence to best practices, professional standards, and ethical guidelines in delivering services to children and young people.

Highlight your commitment to ensuring accessibility and inclusivity in delivering services, addressing the diverse needs of children and young people from various backgrounds.

Demonstrate your commitment to compliance with relevant regulations, policies, and safeguarding requirements.

Please submit an Expression of Interest, limited to two sides of A4, outlining how your organisation can meet the key points mentioned above for the Drug and Alcohol Children and Young People Treatment and Prevention Service.

Email your response to Procurement@westnorthants.gov.uk quoting "Ref: Children and Young People Treatment and Prevention Service" no later than the close of business on Friday 21st July 2023.
