The brief

The Houses of Parliament wish to give notice of a potential contract opportunity for a system to support the operation of the employee performance appraisal process.

The employee appraisal system is the minimum requirement, but the system will also be required to support and integrate talent management applications including learning management, competency assessment tools, 360 degree feedback, career management and possibly e-recruitment.

Currently, employee performance appraisal meetings are based on a MS Word template identifying a number of objectives for each employee/job, and recording achievements against these.

An end of year assessment identifies employee performance levels which are then used to determine pay progression.

A separate commercial Learning Management System enables employees to book or request courses and record other learning activities.

A bespoke Competency Diagnostic Tool supports a competency assessment process between line manager and employee and records competency levels against a standard framework.

Initially, we are seeking to replace the MS Word appraisal forms with a web-based or cloud based tool.

This will provide efficiencies for staff and managers, the ability to analyse performance trends and patterns, and allow integration with competency diagnostics, learning management, other talent applications and the main personnel/payroll system.

The system would be required to cover up to 2,500 staff comprising office based staff and operational staff (e.g. security, catering etc.).

The HR teams, Parliamentary Digital Service, and nearly all Parliamentary staff are based in Westminster, London.

In line with Parliament’s “Cloud First” policy, we will be considering a Cloud-based solution, although other solutions will also be considered.

Broadly, the Houses of Parliament currently operate on a Microsoft/Windows/Office 365 infrastructure with AD Azure Premium for identification of users.

The service offering, including services delivered by third parties, must conform to Houses of Parliament security standards including, but not limited to, compliance with ISO27001.

Depending on the final scope of the contract, the value is likely to exceed £100,000.00 (exclusive of VAT).

This is likely to be a long-term contract, for an initial 3 years with extension options available.
