The brief

Kent County Council (the Council) is the largest County council in England covering an area of 3 500 square kilometres.

The Council provides a wide range of personal and strategic services on behalf of its residents, operating in partnership with 12 district Councils, 7 clinical commissioning groups and 289 parish/town councils.

The Council has a statutory responsibility for Public Health and procures a number of services, which aim to improve the health of the population and reduce health inequalities across the County.

The Council is responsible for commissioning Drug and Alcohol Services in Kent and is seeking to procure a Kent wide Residential Recovery Service operating out of two Housing Association properties, in Canterbury and Folkestone.

This service will be accessible to individuals over the age of 18, who have suffered with drug and alcohol misuse and also have an identified housing need.

Providers would need to comply fully with GDPR regulations and the Information Governance requirements outlined in the tender documentation.

Referrals to the service will come from a variety of sources including community services, secure estates and tier 4 drug and alcohol services.

This service is to support individuals to become independent members of their community, free from drug and alcohol misuse.

Service Users will have been given support around developing important life skills to allow them to undertake activities such as maintaining a tenancy and finding employment.

The Provider will ensure robust referral pathways exists between the service and prisons, community drug and alcohol service providers and other relevant agencies.

The value of this contract will be £524,166.67 for two years 10 months with two possible further extensions of 12 months bringing the total contract value to £894,166.67.
