The brief

To identify and recommend future service delivery models that will support Councils decision-making on the future of the assets, assist Council in delivering on the vision for the Leisure Facilities, and deliver on Council's key objectives of the review, being: - Alignment to Council Direction - This should include all relevant Policies and Strategies including Community Department priorities and Active Westminster Outcomes (see below) and should also connect in with the Public Health Strategies, Fairer Westminster Strategy and the Health and Wellbeing Strategy.

These will be provided prior to commencement of this project. - Maximising Community Benefit (linked to above and others) - Community Need (now and in the future) - Strategic Direction - Financial Sustainability and the opportunity for Commerciality
