The brief

Tees Valley Combined Authority (the Combined Authority) is seeking external consultancy support to undertake both an interim and ex post evaluation of its circa £14million Business Compass Growth Hub Programme.

The overarching objective of the programme is to develop the competitiveness of the local small and medium sized enterprise business base in the region by making it easier to diagnose and then access the relevant support needed to overcome barriers and address constraints to growth.

The Evaluation will be delivered in two parts: • Interim evaluation, to be delivered in early 2019 (final interim report March 2019); and • Post Programme Evaluation in June 2020 (final report September 2020).
