In 2015 Torbay submitted an expression of interest (EOI) to the Big Lottery Fund?s (BLF) and Cabinet Office ?Commissioning Better Outcomes Social Outcomes Fund? (CBO) which is a programme focusing on approaches that use payment by results (PbR) mechanisms and particularly those that use social investment.
Following the submission of the EOI Torbay was invited to bid for ?development funding? and in January 2016 was awarded a grant.

The BLF requires the work to be completed by the end of May 2016.
