The brief

The European Maritime and Fisheries Fund (EMFF) and Maritime and Fisheries Fund (MFF) E-Systems have been used by MMO, Marine Scotland and the Department for Agriculture, Environment and Rural Affairs in Northern Ireland (DAERA) for a number of years.

Since 2021, the system has also been used to administer the Fisheries and Seafood Scheme (FaSS) in England.

The requirements for supporting the system are easily identified and known by the Contract manager.

The E-Systems or "grants management systems (GMS)" are used to manage 3 fisheries funding programmes, providing an interactive tool for the public to submit and monitor the progress of their funding proposal as well as the ability to provide information in support of their application for funding.

The system also allows the public to submit claims for reimbursement of costs for proposals granted funding by each administration.

This expenditure is for the ongoing provision of support and hosting services for the above e systems.

The appointed supplier must provide support and management of the E-Systems and ensure that the applications continue to function to an equivalent or better standard than that which is in place at the point of the contract renewal (in terms of functionality, response times and stability).

The service is provided to the England, Scotland and Northern Ireland Grants Administration teams.
