The brief

Horsham District Council is seeking tenders for the residential block management of two properties located at The Forum, Horsham & Lintot Square, Southwater, West Sussex.

The Council holds a freehold interest in both properties.

There is a total of 150 flats consisting of 1, 2 and 3 bedrooms with an ownership mixture of leaseholder occupied and rented, along with a bulk letting to a social housing provider.

A local management presence is desirable.

Managers should be hands on and communicate regularly with leaseholders, in person, at least once a month.

The proposed contract will cover a general residential property management service including: o Inspections regime o Tenant liaison o Organisation of service contracts and response maintenance o Service Charge management o Coordination of a long-term maintenance plan and reserve fund o Legal knowledge to process sales and assignments o Technical knowledge for building reviews o Good financial and arrears management o Current knowledge of legislative compliance requirements The Commencement Date for the delivery of the services is scheduled to be on 1st January 2023 at 00:00 hours.

The Contract will be awarded for a period of 5 years until 31st December 2027 with an option to extend for a further 2 year period until 31st December 2029 subject to performance and the absolute discretion of the Council.
