The brief

This procurement is seeking to award a contract to a Supplier for the supply, implementation, configuration and ongoing support of Station End Equipment for Lincolnshire Fire and Rescue (LFR).

The solution should be high availability and resilient, suitable for critical infrastructure, and capable of: • receiving mobilisation alerts and dispatch instruction messages from LFR Command & Control. • alerting appropriate members. • providing crews with information on the incident(s) they are being called to. • activate turnout systems and station equipment, triggering visual and audible alerts, opening doors, switching on lights, etc The Contracting Authority reserves the right to modify the contract in accordance with Schedule 8, Paragraph 5 of the Procurement Act 2023 where a known risk arises during the contract term.

The Authority has identified a known risk that future organisational, governance or service delivery changes affecting Lincolnshire Fire and Rescue may require modifications to the Station End Equipment solution and associated support services which cannot be fully specified at the time of contract award (e.g. local government reforms).

Such modifications may include: • migration, transfer or restructuring of operational, administrative or historical data; • amendments to system configuration, security roles, user structures or organisational hierarchies; • changes to interfaces or integration requirements with successor systems or organisations; • transition assistance, technical consultancy or implementation services required to support the continuation of service delivery following organisational change.

Any modification would be limited to that reasonably necessary to address the identified risk and ensure continued service delivery.
