The reason for this extension is the evolving nature of zero carbon initiatives, the framework intended to replace Lot 2 of Y18003 is currently being restructured to ensure it is adequately futureproofed, so that participating authorities will be able to access emerging services and value.

During this period, it is necessary to extend Y18003 to ensure continuity of service for participating authorities.
