The brief

Swansea Council is establishing a multi-supplier Framework Agreement for associated works relating to the replacement of cavity wall ties and cavity wall insulation extraction across the Council’s housing stock and public buildings.

The Framework will be divided into two (2) separate lots; Lot 1 – Capital Planned Works Comprising of EWI Schemes with Multiple Properties per project Lot 2 - Reactive Works Comprising of One-Off Properties The Framework provides a structured and compliant delivery mechanism that supports the Council’s strategic objectives for improving indoor air quality, reducing condensation and damp, enhancing resident wellbeing, and ensuring long-term building performance.

This Framework will enable the Council to deliver safe and compliant solutions consistently across a diverse range of property types, including houses, low-rise and high-rise flats, sheltered accommodation, communal blocks, civic buildings, operational depots, and community facilities.

It also supports the Council’s broader commitments around energy efficiency, resident safety, and compliance with Welsh Housing Quality Standards (WHQS), building regulations, and damp and mould action plans.
