The brief

The London Borough of Hillingdon (LBH) sought to appoint a supplier ("the Contractor") to provide and manage the setting up, implementation and operation of a cashless parking payment system, such as a pay by mobile phone parking service.

The service is to allow members of the public to be able to pay by phone or online for parking time, have the option to extend the parking time and for this payment to be verified through enforcement equipment (handheld device) by enforcement officers.

LB Hillingdon therefore sought tenders from organisations that meet this specification, and the terms of the Call off Contract, via the ESPO Framework (ref: 509_19).

The intended system procured will be applied borough-wide both on and off-street with the successful supplier being expected to add or delete locations or parking schemes/extensions and incorporate tariff changes as and when specified by LB Hillingdon during the extent of the contract at no cost to LB Hillingdon The Contract shall be for a period of four (4) years from the service commencement date.
