A study into digital inclusion and outcome-based commissioning.
Government has been actively exploring ways to tackle digital exclusion for some time, including through direct funding of digital inclusion initiatives, through partnerships and through provision of assisted digital services.
Rates of digital inclusion are improving, but for older people and people with disabilities digital inclusion rates are still lagging behind.
This study will consider the viability of using outcome-based commissioning to tackle digital exclusion specifically for these two cohorts, in addition to looking at the viability of using outcome-based commissioning to tackle digital inclusion more generally.
