The brief

The Council is looking for a competent Service Provider that can provide Appropriate Adult Services to support to children and young people (10-17 years old) or to adults aged 18+ with a clinical diagnosis of a learning disability, mental health needs or to adults aged 18+ identified as vulnerable by any officer or member of custody staff, in the absence of clear evidence to dispel that suspicion and is without a parent, carer or guardian to act as their appropriate adult.

The service will be delivered primarily in police custody within the London Borough of Tower Hamlets and it may include attendance at Police Stations, Prisons and /or other suitable addresses, in accordance with the Police and Criminal Evidence Act 1984 (PACE).

The Service aims to support clients to exercise their rights under the PACE and to provide a safeguard, in accordance with the Act, to vulnerable adults, children and young people in police custody in situations where a preferred appropriate adult (e.g. a parent or guardian) is either not available or not appropriate to support the vulnerable person between the ages of 10 and 17 (inclusive).

The contract is a single supplier framework agreement with a duration of 24 months with an option for a further 12 + 12 months extension, up to 48 months in total.
