The brief

Cannock Chase Council is a local authority district in Staffordshire, serving around 100,000 residents and a thriving business community.

Its current website www.cannockchasedc.gov.uk is a key communications and service delivery tool for the Council.

The Council's website prides itself on providing rich and detailed content reflecting the breadth of services the Council provides and the community initiatives supported.

Users have been able to see a good number of images and content that appeals to the wider community.

Examples include information aimed at visitors to the District which is often provided on separate websites by some councils, and linked 'microsite' content covering topics such as the armed forces covenant and the centenary of the end of World War 1.

However, the time has come for the Council to replace its current website, driven by the fact that the current website operates on Drupal 7 which will no longer be supported by the company after November 2022.

The current website is seven years old.

We are therefore seeking a suitable supplier to design, develop and host a new website and would like this to go live ideally by the end of November 2022.

We are keen to continue with a website rich in content rather than one which looks and feels rather transactional, as can be the case with some council websites we have seen, while ensuring the site meets legal requirements such as cookie and accessibility regulations.

We are very open on how we will achieve this.

We are particularly receptive to incorporating video content and strong photographic images.

Existing content (which will be thoroughly reviewed in the coming months) needs to be easily migratable for the next generation of Drupal.

Matched against the notice text, so this is a floor — the tender pack will demand things the notice never mentions. “Says must” means the quoted sentence itself used obligation language; anything ambiguous is left as a mention.
