The brief

Scope: The Supplier shall provide advice, support and drafting as the Customer may require in relation to the Oxford Workplace Parking Levy Scheme.

The Supplier will provide services for each of these schemes as itemised below: Oxford workplace parking levy: scheme order Preparation and subsequent amendments of a scheme order for the Oxford workplace parking levy (WPL) scheme.

The Customer expects this will involve preparing scheme order drafts for the following 4 stages: i.

1st draft WPL Scheme Order ready by March 2025 ahead of public consultation on WPL proposals from June 2025 ii.

2nd draft WPL Scheme Order ahead of Cabinet decision programmed for January 2026. iii.

Subject to Cabinet decision, final draft WPL Scheme Order for submission to the Sec-retary of State for Transport for confirmation. iv.

Subject to Secretary of State decision, final WPL Scheme Order confirmed by the Secretary of State in readiness for the scheme to begin operation from April 2027 Oxford workplace parking levy: provision of ad hoc advice Provision of ad hoc advice, for example: • Advice to inform scheme design pre- and post-consultation including exemptions and discounts • Review of main consultation materials and consultation questionnaire • Liaison with DfT legal at various stages of the process • Advice to support specification and development of back-office processes and sys-tems and associated supporting information (e.g.

Nottingham's WPL Employer Hand-book) • Further unspecified ad hoc services as indicated within the pricing schedule
