The brief

The Borderlands Partnership brings together the five cross-border local authorities of Carlisle City Council, Cumbria County Council, Dumfries and Galloway Council, Northumberland County Council and Scottish Borders Council to promote the economic growth of the area that straddles the Scotland-England border.

Ministers of the UK and Scottish Governments and the Leaders of the five councils of the Borderlands Partnership signed off the ‘Heads of Terms’ for the total £394.5million Borderlands Inclusive Growth Deal.

This deal encompasses: ● Place ● Infrastructure ● Innovation and Skills ● Green Growth The long-term benefits of the Deal will reach all parts of the Borderlands area, driving inclusive growth and delivering significant and lasting benefits for individuals, businesses and communities.

The Contract is being let in the following Lots, as detailed in the Specification and Summarised follows; Lot 1: Data Collection To undertake a data collection exercise to include a consistent, transparent methodology and structure for the development of the BSLCEMP for data collection and modelling of current and future energy statuses to facilitate Lot 2; this will include both demand side and supply side, as well as infrastructure.

To support and facilitate individual Local Area Energy Plans.

Lot 2: Prioritisation Exercise To provide a Strategic financial investment priorities report aligned to the strategic objectives that will drive change and deliver our vision of low cost, low carbon localised energy and transport to support both the UK and Scottish Government's ambitions for inward investment, economic clean growth and decarbonisation.

This prioritisation exercise will support and facilitate individual Local Area Energy Plans.

Lot 3: Engagement Plan To develop an effective Methodology for the Engagement needed to both deliver the BSLCEMP and Foster a Shared Value and Acceptance/Adoption of the BSLCEMP.

The plan will support and facilitate individual Local Area Energy Plans.

Lot 4 is split into 2 parts : Lot 4 (a) Social and Economic Improvement Plan Provide a report that identifies a methodology and context to support the justification of strategic investment decisions made in the BSLCEMP in relation to social and economic equalities improvements.

Lot 4 (b) Social and Economic Improvements Benefit analysis To define and report a Methodology to measure the potential social, economic impacts from the investment choices once they have been set to a project level and follow up measurement with ‘as delivered’ once the projects are completed.

Bidders may Apply for one, more or all Lots All Lots are intended to fully realise the strategic objectives and benefits of the project.

However it is important to note there are obvious synergies between Lots for example data from Lot 1 will support Lot 2, a willingness to partner and or a capacity to carry out both Lots with clear objectivity will be required Further details of the Contracting Authority’s requirements under the contract and other relevant information are given in the draft Specification at Schedule 2 and accompanying Supporting Data for Outputs document.
