The brief

The Leeds Teaching Hospitals NHS Trust (LTHT) is undertaking a competitive dialogue procurement exercise to contract with a strategic partner to provide LTHT’s Outsourced Outpatient Medicine Supply Service.

The procurement exercise will deliver a dynamic partnership which provides a flexible, quality and patient focused innovative service in line with the Leeds Way Values ensuring LTHT meets the needs of our patients.

A progressive partnership is required to shape the patient centred model at the core of LTHT’s ‘Hospitals of the Future Project’ offering our patients modern, individual healthcare based on the most advanced treatments, technologies, innovation and research.

Leeds Teaching Hospitals NHS Trust wants to partner with a strategic partner to: • innovate the provision of medicines to our patients • deliver safe, effective and personal care that improves their health, safety and wellbeing Our aim is to run the tender process and co-design LTHT’s Outsourced Outpatient Medicine Supply Service for the future providing an efficient and flexible workflow between prescription generation, dispensing and patient receipt of medicines and related advice.

The procurement exercise is intended to find a strategic partner who will: • enable patients to access medicines through seven day opening or an extended service; • provide a more efficient service for patients; • enable patient access to public health services, such as smoking cessation, vaccination programmes, and cholesterol management; and • provide a greater choice for patients and their carers on how they receive their medicines and related information.

The outcome of the procurement exercise is to contract with an innovative strategic partner who agrees to the contract evolving during its life.

This will require on-going assessment, implementation of innovative changes and collaborative working with the partner and potential sub-contractors.

The way the service looks at the end of the contract will likely be very different to the initial implementation.
