The brief

The scope of the specification is the patrolling, education and issuing of Fixed Penalty Notices for specified Environmental offences largely within Leeds City Centre.

The service provider may from time to time be asked to provide an enforcement presence at hot spots outside of the City Centre.

Tasking for such requests will come through the Council's Contract Manager or Deputy.

This will be on a request basis and will be charged on a schedule of daily rates to be submitted by the contractor as part of this tender process.

The contractor will provide an identifiable uniformed presence in the form of Enforcement Officers who are fully trained and Security Industry Authority (SIA) licensed OR fully vetted to standard disclosing and barring (DBS) checks to patrol as directed.

Enforcement Officers will have the skills and capacity to deal with conflict, advise and educate the general public in relation to environmental awareness as well as pursuing formal enforcement action.

Staff will also need to be able to informally engage with a range of City Centre partners and users as part of their broader ambassadorial roles.

The contractor may also be required to work with schools and educational establishments.
