The brief

Blackpool Council is looking to appoint one provider per scheme to deliver support for adults living in two extra care housing schemes in Blackpool.

The tender is offered in two lots: • Lot 1: Tulloch Court • Lot 2: Elk View Providers may tender for one or both lots.

Extra Care Housing (ECH) is designed for people who need some extra help to look after themselves, but not at the level provided by residential care settings.

People living in extra care housing enjoy the freedom and independence of having their own front door, whilst having the reassurance that care staff are on-site and available when needed.

Both schemes have self-contained rental apartments and communal facilities.

Extra Care Housing is available for people over the age of 55 years who have a care or support need which is affecting their ability to live independently.

The care element provided in these schemes is generic, and will be available to all residents within them including: frail Page 4 to 6 elderly, mental health, sensory disability, substance-misuse related needs.

Each self-contained apartment has full disability access and a direct line to Blackpool’s community alarm, Vitaline.

Both schemes are managed by a designated scheme manager.

Background care and support staff should be on site 24 hours a day, 7 days a week in case of an emergency and to supply ongoing background care such as welfare checks.

Blackpool Council wishes to appoint a Contractor/s who can clearly demonstrate the ability to meet our requirements and who offers the most economically advantageous tender.

It is anticipated that the contract term will be from 15 April 2023 to 30 June 2028, with the option to extend incrementally for a period of 5 years (2+2+1) (subject to contract review and budget availability).

This procurement is being carried out using the Light Touch regime.
