LUPC is looking to place a supplier framework agreement for the provision of an eTendering platform, compliant with Public Contracts Regulation 2015 and that will be compliant and compatible with the Procurement Act 2023.
To be considered for this opportunity, Suppliers must be an official “esender”, authorised by the Cabinet Office to publish public procurement notices to Find a Tender Service and Contracts Finder.
Systems must also have the capability to publish procurement notices to OJEU / TED.
In addition, all Suppliers must deliver all 5 core procurement electronic functionalities in house, without the customer needing to transact with a 3rd party provider: 1) eTendering (including the publication of Electronic Notices) 2) Electronic tender evaluation 3) Electronic Contact management 4) Dynamic Purchasing Systems (DPS) 5) Electronic Auctions (eAuctions) Please note this Prior Information Notice is issued to engage the market.
