Tees Valley Combined Authority (TVCA), part of the Tees Valley Combined Authority Group, seeks to engage the market through this Pre-Tender Market Engagement (PTME) exercise in preparation for the procurement of a solution to enhance and extend the capabilities of TVCA's existing incident detection module and management infrastructure, specifically building upon the pre-existing Aimsun Live platform and the Yunex Traffic UTC / UTMC systems, e.g., Stratos Strategy Manager, as part of the CRSTS-funded digital transport programme.
This PTME aims to: • Understand the market's appetite, capabilities, and innovations in delivering advanced, AI-driven incident detection and response systems that can be integrated with existing systems, including adaptive signal control (e.g., FUSION), Aimsun Live's digital twin, and control room platforms. • Explore system integration feasibility, identifying suppliers capable of building on the Tees Valley's existing digital transport ecosystem, including Yunex Traffic's Stratos Strategy Manager and Aimsun Live, without necessitating system replacement, duplication, or disruption that could lead to operational or financial inefficiencies. • Validate suppliers' experience in deploying enhanced incident management and simulation-based modelling solutions for local or regional road networks, with a focus on those that can demonstrably interface with or extend our existing system architecture. • Invite technical feedback and innovative ideas on key challenges such as GDPR compliance, interoperability, verification workflows, and data fusion with fixed or floating data sources, in ways that maximise operational efficiency and return on previous investments.
Suppliers are advised that any proposed solution must be demonstrably compatible with, and able to operate in conjunction with, TVCA's existing Yunex Stratos and Aimsun Live platforms.
TVCA is not seeking to replace or duplicate existing systems.
Proposals should clearly demonstrate how interoperability or enhancement can be achieved within this environment.
