Tees Valley Combined Authority (TVCA), part of the Tees Valley Combined Authority Group, seeks to engage the market through this Pre-Tender Market Engagement (PTME) exercise in preparation for the procurement of a Floating Car Data (FCD) provider to support Tees Valley Combined Authority's (TVCA) CRSTS-funded digital transport programme.
This PTME aims to: • Understand the market's appetite, capabilities, and innovations in the provision of high-quality, real-time FCD solutions suitable for regional traffic management, journey time capture via speed monitoring and planning use cases. • Validate suppliers' experience in delivering FCD services to local authorities or transport agencies, including integration with intelligent transport systems (ITS), digital twins, and AI-based traffic models. • Assess the granularity, accuracy, latency, and sample penetration rates typically available from suppliers, and understand how these can be tailored to TVCA's road network. • Explore indicative commercial models, licensing structures (e.g., data use rights, duration, geographical scope), and delivery timelines. • Provide suppliers an opportunity to raise technical considerations (e.g., GDPR, data blending with fixed sensors, back-office integration) and propose innovative solutions to enhance data utility and value for money.
The final commission is expected to support FCD use across multiple applications, including traffic monitoring, incident detection, digital twin simulation, and road safety analysis, in alignment with TVCA's ambition to become the UK's first "Smart Region."
