The brief

As anticipated in the UK Infrastructure 10-year strategy in June 2025, the Department for Transport (DfT) is establishing the Euston Delivery Company (EDC) to lead delivery of a renewed, fully integrated transport gateway of national and local significance at Euston and support the associated commercial property development.

The Euston programme sits at the heart of Camden Council’s and the Greater London Authority’s wider plans for commercial and housing development in the Euston Area and includes upgrades to the existing mainline station, significant enhancements to the London Underground Interchange, improvements to local bus and taxi facilities, and the development of a new high-speed station (all together, the ‘campus’).

Detailed design and construction of the new HS2 station is expected to be delivered by a Private Finance Partner, procured separately and subject to separate preliminary market engagement.

EDC plans to engage an Engineering and Design Partner (EDP) that is expected to demonstrate core capabilities which include: 1.

Designer Role Undertaking scheme design on behalf of delivery partners a) Large-Scale Transport Engineering & Design • Proven experience in delivering designs for complex, multi-modal transport infrastructure. • Capability to lead multidisciplinary design across high-speed and conventional rail, underground, and public realm integration. b) Architectural Masterplanning & Strategic Engineering • Expertise in architectural master-planning and strategic engineering at scheme design stages. • Ability to shape and translate early-stage design into feasible and buildable solutions within constrained cost and programme parameters. • Desire and ability to work closely with the appointed Euston master-planner (Lendlease) and their commissioned architects c) Lead Designer Role & Technical Integration • Act as the lead designer with responsibility for technical integration across all of the Euston campus work-packages throughout the duration of the programme. • Ensure seamless coordination between architectural, civil, structural, and systems engineering • Ensure seamless architectural and engineering integration with the campus associated commercial property development and master-planning d) Programme Planning & Scheduling • Establish and operate a technical programme management office, utilising modern AI based tools for master integrated scheduling, to enable examination of every facet of the programme and its pipeline of deliverables, the interdependencies, detail timings, and enable accurate costing, benchmarking and forecasting. • Develop and maintain integrated programme schedules. • Apply robust planning methodologies to support delivery assurance. e) Cost Estimation & Commercial Support • Provide detailed cost estimation and benchmarking. • Support value engineering and financial planning aligned with private finance models. f) Critical Path Analysis & Optioneering • Identify and manage critical path activities. • Lead optioneering exercises to inform strategic decision-making and optimise outcomes. g) Stakeholder Liaison & Engagement • Coordinate with a wide range of stakeholders including HS2 Ltd, Network Rail, TfL, London Borough of Camden / GLA, and the Master Development Partner. • Facilitate transparent and collaborative engagement processes. h) Common Data Environment (CDE) Management • Establish and maintain a robust Common Data Environment to support design coordination, version control, and information assurance. • Ensure compliance with programme-wide data standards, security protocols, and digital workflows. • Enable real-time collaboration and traceability across all design disciplines and delivery partners.

Programme and Cost Control Services Working for EDC to advise the client organisation, provide independent check and challenge a) Programme-Wide Consistency • Ensure consistency in technical standards, financial controls, and compliance across the programme. • Support alignment with regulatory, environmental, and planning requirements. b) Independent Technical Challenge • Provide independent review and challenge of design outputs, delivery methodologies, and technical decisions. • Advise EDC on the robustness, feasibility, and integration of proposed solutions. • Identify risks and opportunities early to inform strategic decision-making. c) Change Control Support • Manage design-related change control processes. • Assess impacts of changes on cost, schedule, and technical delivery. d) Strategic Planning & Delivery Oversight • Advise on programme planning, phasing, and delivery strategies. • Support EDC in maintaining oversight of delivery partner performance and progress. • Contribute to integrated reporting and forecasting to inform executive decision-making. e) Interface Management & Integration Support • Advise on interface risks and integration challenges across delivery packages and partner organisations. • Ensure that design and delivery activities are coordinated and aligned with the overall campus vision.

The contract core term is currently expected to be 5 years, with optionality to extend for some or all of the capabilities through detail design and construction.
