Via East Midlands plans to establish a new supplier contract for highway surfacing schemes with two suppliers, as part of a new Highway Surfacing Delivery Partnership Contract.

The new contract will include three-year agreements with two possible one-year extensions, following an NEC4 Term Services arrangement.

Via East Midlands is seeking to collaborate with two highway surfacing contractors that are suitable for delivering technical excellence, efficiency, and cooperative behaviours across carriageway resurfacing, reconstruction, recycling, ironwork adjustment, and related work, including road marking and road studs.

The new Surfacing Delivery Partnership Contract will encourage a more strategic and collaborative approach to highway service delivery and value for money.

This strategy will promote increased joint engagement, support Early Contractor Involvement, and enable a low-carbon circular economy operating model.

The new contract will require contractors to possess the technical capability and local capacity to consistently improve quality and safety standards across all highway surfacing disciplines.

The new contract will feature a performance management framework that incentivises and rewards a one-team approach and excellent highway service delivery by linking work scope share and potential contract extensions.
