The brief

Suffolk Police, the Police and Crime Commissioner for Suffolk (PCC), Suffolk County Council and Community Safety Partnerships representatives from Babergh, East Suffolk, Mid Suffolk, Ipswich, and West Suffolk are seeking a delivery partner for a project that obtains and interprets the views of Suffolk residents on community safety.

During 2025 a new Police and Crime Plan was developed covering the period 2025-2029, this has set out the policing priorities across Suffolk.

The plan focuses on preventing crime and working with communities to make Suffolk a safer place to live, work, travel, and invest.

This survey will offer partners across Suffolk an insight into the views of residents to help shape activity at a community safety partnership level.

All partners also want to be able to ensure that longitudinal information is available to help inform current strategic priorities and delivery.

The work will build upon themed and localised consultations previously undertaken along with needs assessments undertaken for strategy development.

The partners are inviting bids from potential providers with extensive experience in large-scale, primary, human research within the community safety environment.

This should specifically include policing, community safety, Criminal Justice and/or victims and witnesses of crime.

The project will be a large scale, research survey giving a reliable and robust assessment of public perception of community safety and local policing.

The successful provider would be expected to consult a representative cohort of Suffolk residents to seek their views and perceptions of community safety and local policing in the county to measure and understand progress being made against our priorities to inform policy and practice.

This should be large enough to allow for segmentation at district level, on a demographic basis and between victims and non-victims
