The brief

The Ministry of Justice (MoJ), through the Office of the Accountant General (OAG), is preparing to procure a future operating model for the Court Funds Office (CFO) service, which provides banking, investment and funds administration services for clients of the civil courts in England and Wales, including the Court of Protection.

The service operates within a highly regulated environment and supports the safeguarding and administration of funds held on behalf of vulnerable court users and children.

The procurement is expected to seek a supplier capable of delivering a modern, secure and resilient end-to-end service, including digital customer channels, operational processing, payment and investment administration, systems integration, data migration, service transition and ongoing live operations.

A key objective of the programme is to transform the current largely manual and legacy-based service into a streamlined digital service that improves accessibility, efficiency, transparency and user experience for both clients and administrators.

The Authority intends to continue engaging with the market to further refine the service requirements, delivery approach and procurement strategy ahead of finalising the procurement approach and future tender requirements.
