The brief

East Suffolk Council (ESC) intends to commission key services across the District under Homelessness and Rough Sleeping from 2026-2029.

The Homelessness and Rough Sleeping Grant 2026-2029 will build on past successes, provide ongoing support to those who need it and continue the work to reduce and ultimately end rough sleeping in East Suffolk through building sustainable pathways and preventing rough sleeping.

Lot 1.

Safe to Stay Hub x 12 beds (minimum of 12 beds, all under one roof).

This will also include any staffing costs to deliver the service.

Location to be in Lowestoft.

Lot 2.

Rough Sleeping Initiative Beds x 10 (Across East Suffolk - can be dispersed or under one roof to cover both North and South under one supplier).

ESC will provide staffing support through the inhouse Outreach Team for these beds' spaces.
