Disgwylir i'r darparwr llwyddiannus gyflwyno cyfuniad o gymorth wyneb yn wyneb a chymorth digidol ar draws Gwynedd, gan sicrhau mynediad teg i bobl ifanc sy'n byw mewn cymunedau trefol a gwledig.
Bydd y gwasanaeth yn gweithredu fel darpariaeth galw mewn mynediad agored, gan gynnig cyngor sy'n ymwneud â thai, cymorth ymarferol, arweiniad a chyfeirio at wasanaethau ehangach.
Bydd gofyn i ddarparwyr ddangos profiad o weithio gyda phobl ifanc fregus a'r gallu i ddarparu gwasanaeth sy'n ystyriol o drawma ac yn seiliedig ar egwyddorion Amgylchedd Seicolegol Gwybodus (PIE).
Disgwylir i'r contract gychwyn ar 1af o Rhagfyr 2026 am gyfnod cychwynnol o dair blynedd, gyda'r opsiwn i'w ymestyn, yn amodol ar berfformiad, adolygiad gwasanaeth ac argaeledd cyllid.
Bydd gofyn i dendrwyr ddangos ychwanegedd clir, gwerth am arian, a threfniadau cadarn i sicrhau nad oes unrhyw ddyblygu cyllid nac unrhyw ddyblygu darpariaeth.
Er mwyn cefnogi darparwyr sydd â diddordeb mewn gwneud cais, byddwn yn cynnal sesiwn rithiol "Procurement Ready" fel a ganlyn: Dyddiad: 08 Gorffennaf 2026 Amser: 9:30am – 11:00am Lleoliad: Rhithiol (Microsoft Teams) Bydd y sesiwn yn cael ei hwyluso gan Ymgynghorydd Caffael ac aelod o Uned Gomisiynu Cyngor Gwynedd.
Bwriad y sesiwn yw darparu: • Trosolwg byr o ddeddfwriaeth a phrosesau caffael; • Cyflwyniad i'r broses dendro; • Canllaw syml drwy'r pecyn tendro a'r dogfennau cysylltiedig; • Cyfle i ofyn cwestiynau cyffredinol am y broses.

Cyngor Gwynedd intends to procure a county-wide Young People's Drop-In Service for individuals aged 16-24 who are homeless, at risk of homelessness, or experiencing housing-related difficulties.
The service will be funded through the Housing Support Grant and will provide accessible, flexible and early-intervention support aimed at preventing homelessness, promoting housing stability and improving wellbeing.
The successful provider will be expected to deliver a combination of face-to-face and digital support across Gwynedd, ensuring equitable access for young people living in both urban and rural communities.
The service will operate as an open-access drop-in provision, providing housing-related advice, practical support, signposting and referrals to wider services.
The contract will require providers to demonstrate experience of working with vulnerable young people and the ability to deliver a trauma-informed and psychologically informed service.
The contract is anticipated to commence on 1 December 2026 for an initial period of three years, with options to extend, subject to performance, funding availability and service review.
Bidders will be required to demonstrate clear additionality, value for money and robust arrangements to avoid any duplication of funding or provision.
To support providers who are interested in submitting an application, we will be holding a virtual “Procurement Ready” session as follows: Date: 8 July 2026 Time: 9:30am – 11:00am Location: Virtual (Microsoft Teams) The session will be facilitated by a Procurement Consultant and a member of Gwynedd Council’s Commissioning Unit.
The session aims to provide: A brief overview of procurement legislation and processes; An introduction to the tendering process; A simple guide through the tender package and associated documents; An opportunity to ask general questions about the process.
Please note that attendance at this session is not a requirement and does not form part of the formal tender process.
The session is being offered as good practice to support organisations interested in submitting a tender, particularly those that are new to procurement or tendering processes.
Attendance or non-attendance at any session will not be considered as part of the tender evaluation.
