The brief

As part of UKRI’s evolving portfolio, we are delivering the Research and Development Missions Accelerator Programme (R&D MAP), a £500m major flagship multi year initiative initially launched mid-2025 with a full launch in April 2026 is designed to align research, development and innovation with the UK Government’s national missions.

The programme supports targeted, challenge led projects with clear pathways to real world adoption, bringing together academia, industry and public service partners to accelerate solutions that improve lives, strengthen public services and drive economic growth.

Each challenge sets measurable targets and deadlines for impact, ensuring that funded work delivers tangible results.

Projects with strong evidence of impact are supported to scale, while those that are not delivering are expected to stop early so resources can be redirected.

UKRI and the R&D MAP team(s) wish to procure an overarching evaluation framework for R&D MAP incl. of the five missions and their individual challenges, an overarching baseline report incl. of the five missions and their individual challenges, and process evaluation of the delivery and implementation of R&D MAP (at programme level i.e., internal mechanisms) and at individual challenge-level for niche and/or nuanced activities, an in-flight/real time progress reports, and five mission-specific interim impact evaluations.

This is part of ongoing work to build a strong evidence base to understand the effectiveness and impact obtained through the R&D MAP’s interventions.

The evaluation framework(s) and the baseline report(s) will support the ongoing evaluation of R&D MAP at interim impact, final impact, and future VfM assessments.
