The brief

Transport for London (TfL) is conducting preliminary market engagement to understand the current state of the market for Carbon Accounting and Utilities Management solutions.

TfL is the largest consumer of electricity in London, with annual consumption of 1.6 Terawatt hours (TWh) in electricity and an additional 50 Gigawatt hours (GWh) in gas.

TfL spends nearly £357m on operating costs for utilities annually, managing billing across over 2,000 operational sites and 2,500 metering points.

Over half of TfL's total carbon emissions are indirect, arising from its supply chain, capital projects, operational material consumption, and supplier energy use.

TfL currently delivers carbon accounting and utilities management through separate systems and processes.

This market engagement seeks to understand market capability across the following areas: Utilities bill payment, including validation, reconciliation, and payment processing Utilities data visualisation and performance management Carbon accounting across Scope 1, 2 and 3 emissions, aligned to the Greenhouse Gas (GHG) Protocol and legislative requirements including Streamlined Energy and Carbon Reporting (SECR) Supply chain carbon data capture and reporting Forecasting, scenario planning, and target tracking in support of TfL's science-based net zero commitments TfL is issuing a Market Sounding Questionnaire (MSQ) to a broad range of suppliers.
