The brief

This UK2 Preliminary Market Engagement Notice is issued by the Metropolitan Police Service (MPS) on behalf of the Mayor's Office for Policing and Crime (MOPAC), the contracting authority, to notify the market of its intention to undertake preliminary market engagement in relation to a forthcoming procurement for Vehicle Recovery and Roadside Assistance Services.

The PME is intended to provide potential suppliers with early market awareness of the proposed requirement, indicative scope, lotting approach, estimated value, intended procurement route and indicative procurement timetable.

The MPS currently intends to conduct the future procurement under the Procurement Act 2023 using the competitive flexible procedure.

A UK2 Preliminary Market Engagement Notice is used to provide information about how a contracting authority will engage, or has engaged, with suppliers before the formal tender notice is published.

The PME will be hosted through the MPS eTendering platform, Coupa.

Suppliers wishing to receive PME-specific communications, updates and clarification responses should register and tag to the PME opportunity in Coupa by the stated PME deadline.

Suppliers may submit clarification questions through Coupa by the stated questions deadline.

The MPS does not guarantee a response to all questions.

Where responses are provided, they may be shared with all suppliers registered and tagged to the PME, subject to any confidentiality considerations.

This PME is for market awareness and information purposes only.

It is not a call for competition, does not commence the procurement and does not require suppliers to submit tenders, pricing or formal written responses.

Failure to participate in this PME, or failure to register / tag to the PME in Coupa by the PME deadline, will not automatically exclude a supplier from participating in any future tender opportunity.

Any future tender opportunity will be advertised separately through the relevant tender notice and procurement documents.

Where changes are made, the MPS will communicate these through the Coupa portal where appropriate.

The MPS / MOPAC also reserves the right to pause, extend, amend, or cancel the PME event at any time and for any reason, without committing to proceed with any future procurement.
