The brief

Bridgend County Borough Council is looking to recommission its General Supported Living service which will include care and support funded by both Adult Social Care and the Housing Support Grant.

The Council is looking to engage with high quality Providers who can demonstrate their experience of delivering supported living services; and to subsequently award a number of separate Local Area Service Contracts via Lots.

This is an opportunity for providers interested in providing Supported Living (registered domiciliary care) services in the Bridgend County Borough area to hear from the Council about the upcoming tender opportunity.

Lots 1 - 7 Location and Cost Per Annum: Lot 1 Pencoed £303,492 Lot 2 Maesteg £1,280,596 Lot 3 Tondu £2,946,409 Lot 4 Bridgend West £1,341,481 Lot 5 Bridgend East £1,678,255 Lot 6 Pyle & Kenfig £2,050,560 Lot 7 Porthcawl £570,617 TOTAL (All Lots) £10,171,410 Providers will be required to work with the Council to implement sustainable and flexible models of support that enable Individuals to become active members of their local communities.

Delivering a ‘locality’ model will enable Providers to flexibly respond to needs where they arise, utilise resources efficiently, and support collaborative working with the broader community.

The service must be available 24 hours a day, 365 days per year in line with the assessed needs of Individuals.

Each Local Area Service Contract will include a number of Supported Living schemes within that area.

A Pre-Market Engagement session is planned for BCBC to present the key elements of the planned procurement, to hear about Providers’ knowledge and experience, and to answer questions that Providers may have.

After the session, an open feedback form will be issued to providers to return their comments and feedback.

Providers will be able to bid for all Local Area Contracts, but the Council will be looking to secure a mixed market where possible.

Experience of delivering Supported Living services will be a pre-requisite.

Benchmark data indicates that the service across all current schemes in 7 Locality Areas totals 8979 hours of support per week (day and night hours), delivered to 89 Individuals living in 34 housing units.
