Rossendale Borough Council is seeking to establish a multi-supplier Reactive Repairs and Small Works Framework to support the maintenance and repair of its property portfolio.
The framework will cover a wide range of reactive repairs, emergency response works, and minor planned works (typically up to £10,000 per order) across commercial buildings and a limited number of domestic properties managed by the Council.
The framework is divided into 15 trade-based Lots, including: - Joinery - Roofing - Bricklaying and stonemasonry - Plastering - Painting and decorating - Building labourer and handyperson services - Flooring - Plumbing - Electrical - Automatic door engineering - Roller shutter door engineering - Groundworks - Drain jetting (with operator) - Jet spray cleaning - Tree works Each Lot is structured into three service categories: A - Standard (core hours, Monday to Friday 08:00-18:00) B - Emergency response (2-hour attendance within core hours) C - Emergency response (2-hour attendance outside core hours) The Council intends to appoint multiple suppliers per Lot: - Up to four suppliers for standard core hours work - Up to three suppliers for emergency and out-of-hours response The framework will operate as a closed framework with provision for a refresh at the end of year two, allowing suppliers to re-submit pricing and new suppliers to apply for inclusion, in accordance with the Procurement Act 2023.
Once established, the framework will enable the Council to directly award call-off contracts for reactive repairs and small works without the need for further competition, in accordance with the framework terms.
The framework duration will be up to four years (initial two-year period with an option to extend by two further one-year periods).
