The brief

NHS South East London Integrated Care Board (hereafter referred to as "the Authority") invites completed Invitation to Tender (ITT) submissions from all suitable providers for the delivery of Community Wheelchair Service for residents of Bexley, Bromley and Greenwich.

The service will provide a clinically safe, responsive and person-centred wheelchair service for eligible adults and children, supporting independence, mobility, posture and participation in daily life.

The service is expected to include assessment, clinical review, prescription, provision, delivery, fitting, adjustment, repair, maintenance, collection and replacement of wheelchairs and associated equipment, together with onward referral or signposting where appropriate.

The ICB is seeking a provider model that delivers equitable access across the three boroughs, improves service user and carer experience, and reduces unwarranted variation in waiting times, communication and outcomes.

The future service is intended to respond to feedback from service users, carers and stakeholders, including the importance of timely assessments, prompt equipment provision, effective repairs and maintenance, clear communication, and continuity of support.

The contract is expected to support closer integration with wider community, health, education and social care pathways, including services supporting children and young people, people with long-term conditions, and those with complex postural and mobility needs.

The contract is also expected to promote value for money, service sustainability and continuous improvement, while addressing health inequalities and ensuring reasonable adjustments for those who need them.

Contract duration: The contract will run for an initial term of five years from 1 April 2027 to 1 April 2032, with an optional extension period of a further two years to 1 April 2034, at the sole discretion of the Authority.

Contract value: Annual Envelope - Minimum annual value: £1,800,000 - Maximum annual value: £2,200,000 Total Contract Value (5 Year Term) - Minimum total contract value: £9,000,000 - Maximum total contract value: £11,000,000 Total Contract Value (7 Year Term) - Minimum total contract value: £12,600,000 - Maximum total contract value: £15,400,000 Further details of the procurement, including service requirements, will be included in the procurement documents.
