North West London Pathology (NWLP) – a partnership between Imperial College Healthcare NHS Trust, Chelsea and Westminster NHS Foundation Trust, and The Hillingdon Hospital NHS Foundation Trust – is initiating this Pre-Market Engagement (PME) to inform a potential procurement.
NWLP’s current laboratory hub space is poorly configured and not able to accommodate expected volume growth.
NWLP is therefore seeking to engage with suppliers to inform a new kind of contracting model that could deliver an integrated, combined service.
NWLP is considering an Infrastructure-as-a-Service (IaaS) arrangement.
Due to the fact that NWLP does not have access to a significant capital budget, a primary objective is to develop an off-balance-sheet solution for both premises and laboratory equipment.
NWLP is also keen to develop a partnership which can support future growth, innovation, research and efficiency.
Key features of the commercial framework being explored include: Volume-Based Pricing: An entirely volume-based pricing approach (price-per-request) covering equipment, building, and maintenance costs.
Risk and Reward Sharing: A partner to help NWLP expand and win new business while sharing the frustrations of recommissioning decisions.
Proposed Duration: An initial operational term anticipated to be 14 years, with the potential for two 7-year extensions at the option of NWLP.
The contract would likely encompass a comprehensive range of requirements, including: Provision of Premises: Securing, fitting out, and managing a hub facility that allows NWLP to participate in the local life sciences community.
Laboratory Equipment: Provision of kit, including internal software, maintenance, and lifecycle replacement.
Facilities Management: Hard FM, building lifecycle, and utilities.
Ancillary Services: Potential inclusion of consumables, Soft FM, and LIMS/software interfaces.
NWLP welcomes feedback from a broad range of market participants, including equipment suppliers, landlords, property investors, and potential service integrators.
