The brief

This procurement is for the internal and external refurbishment of the low-rise residential blocks at 1-6 and 7-10 Whipperley Court, Farley Hill, Luton, LU1 5NT.

The blocks are two-storey general needs properties with council-owned and leasehold flats.

The works are to be delivered in occupied residential premises and must be planned to minimise disruption to residents, leaseholders and neighbouring properties.

The scope includes internal communal wall and ceiling repairs and decoration, cleaning/repair of floor finishes, installation of safety flooring and entrance matting, handrail preparation and painting, external wall and boundary wall works, DPC and brickwork repairs, roof tile and timber inspections/repairs, soffit and fascia replacement, chimney flashing repairs, gutter and downpipe replacement, fencing, pressure-washing of the rear garden tarmac area, window cill painting, construction of a bin-store hardstanding, planter repairs, replacement clothesline poles, air vents, communal loft hatch replacement and block/fire exit signage.

The key business need is to improve the safety, appearance, durability and usability of the communal internal and external areas, reduce defects and future reactive maintenance, and maintain compliance with relevant health, safety and building standards.

The project includes specific constraints: occupied dwellings; leaseholder notification requirements for flats 1, 4 and 10 and other affected flats before works commence; assumed asbestos in soffits and undercloak strips; scaffolding and working at height; restricted access, no landlord power or water supply, and the need to maintain front and rear ingress/egress throughout the works.
