The Contracting Authority is responsible for the maintenance and improvement of the public road network within the contract area, including carriageways, footways and associated highway infrastructure.
This procurement relates to Interim Surfacing Contract ISC S1 (Down), a below-threshold Measured Term Contract (MTC) for the delivery of road surfacing maintenance and improvement works on the public road network.
The contract will be initially awarded for a period of two months, with the option, at the sole discretion of the Contracting Authority, of further extensions up to a maximum term of twelve months, subject to operational requirements and satisfactory performance.
The contract will operate as a Measured Term Contract, with individual works commissioned through the issue of Works Orders.
The Contractor shall undertake surfacing and associated highway works within the designated contract area as instructed by the Contracting Authority.
Works Orders will generally range in value from £50,001 to £750,000.
The scope of works may include, but is not limited to, the following activities: • Carriageway resurfacing and asphalt surfacing works; • Delivery of multiple concurrent resurfacing schemes across the network; • Carriageway reshaping and profile correction works; • Provision, operation and removal of Temporary Traffic Management; • Adjustment of ironwork and street furniture to new road levels; • Adjustment, renewal and installation of kerbs and kerb lines; • Adjustment, repair and installation of highway drainage systems; • Provision and reinstatement of road markings, road studs and associated traffic management measures; and • Any other ancillary works necessary for the successful completion of surfacing and maintenance schemes.
This procurement is being undertaken as an interim and time-limited arrangement to ensure continuity of essential highway maintenance services and the delivery of safety critical resurfacing works within the Down contract area.
The Contracting Authority requires this short-term delivery mechanism to maintain service provision pending the establishment and mobilisation of a replacement surfacing contract procured through the Road Asset Management (RAM) Surfacing Framework, in accordance with the Department's established procurement strategy and longer-term delivery model.
