The brief

Ongo Homes Ltd is considering the procurement of a multi supplier delivery arrangement to support the delivery of its planned Kitchens & Bathrooms Programme across its housing stock within North Lincolnshire.

The programme forms part of Ongo's wider asset investment and Decent Homes delivery and is expected to include: • Replacement of kitchens and bathrooms • Associated electrical upgrades and rewires where required • Works to both tenanted and void properties • Ancillary and ad hoc internal refurbishment works Works will be delivered within occupied homes as well as void properties, requiring a strong focus on: • Resident communication and engagement • Minimising disruption • Safe and compliant delivery This includes a requirement for Tenant Liaison Officers (TLOs), clear communication, and adherence to defined service standards and timescales.

The authority's objective is to appoint up to three delivery partners under a measured term, call‑off arrangement, enabling: • Flexible allocation of work packages • Performance‑based delivery • Improved resident and customer outcomes The programme may also be used to support wider property improvement requirements, including damp and mould remediation and related works.

A strong emphasis will be placed on: • Resident experience and satisfaction • Social value delivery and local impact • Environmental sustainability and responsible sourcing • Robust contract management and performance monitoring • Value for money across the contract term These expectations will be embedded into contract management arrangements, including KPI monitoring and reporting. • Commercial Tool: Stand alone multi supplier contract with allocation based on ranking and performance - not reopening of competition. • Total Value (estimated): The estimated total contract value is expected to be in the region of: £35-40m over the full contract term (indicative only). • The value in any future Tender Notice will represent a maximum estimated value only, with no commitment to spend.] • Contract Dates (estimated): Anticipated commencement: January 2027 Initial term: estimated to be 3 years Extensions: Up to 5 additional years (subject to performance and approval).

The Authority considers that a closed multi supplier framework exceeding four years is justified in accordance with Section 47(2) of the Procurement Act 2023.

The Framework Agreement will have an initial term of three (3) years with the option to extend for a further sixty (60) months.

Any extension beyond the initial term will be subject to satisfactory supplier performance, annual performance reviews and the Authority's ongoing requirements and funding availability.

The framework is required to support the Authority's long-term planned investment programme for kitchen and bathroom replacement works across its housing stock.

The programme comprises approximately circa 7,000 kitchen replacements and circa 1000 associated bathroom replacement works anticipated to be delivered over the next five to six years, representing a significant increase in annual delivery volumes.

The extended framework term is necessary to align with the Authority's; • Asset management strategy • Investment programme and funding arrangements • support supplier investment in mobilisation, workforce capacity, resident liaison services, logistics and supply chain arrangements.

Re-procurement during programme delivery would create additional cost, operational disruption and delivery risk, adversely affecting continuity of service and value for money.

The closed framework will appoint up to three suppliers through a competitive procurement process.

Works will be allocated in accordance with a work allocation methodology, informed by market engagement and set out in the procurement documents and Framework Agreement.

The Authority considers that the proposed term is proportionate and necessary having regard to the nature, scale and duration of the works and the requirement to deliver the programme efficiently and effectively.

No new suppliers will be admitted to the framework following award.

The Authority's reasons for establishing a framework term exceeding four years are published in accordance with Section 47(3) of the Procurement Act 2023.

The multi-supplier framework model is intended to support a diverse and resilient supply chain and provide proportionate opportunities for capable regional and SME contractors to participate in the delivery of the programme.
