Swansea Council is seeking to appoint a suitably experienced consultant to support the production of the West Glamorgan Population Needs Assessment 2027 on behalf of the West Glamorgan Regional Partnership Board.
The assessment must meet statutory requirements under the Social Services and Well-being (Wales) Act 2014 and associated Code of Practice, and provide a clear, proportionate and usable evidence base to inform the next Area Plan, commissioning priorities and service transformation decisions across the region.
The successful consultant will be responsible for reviewing, analysing and interpreting quantitative and qualitative evidence, identifying gaps in the available intelligence, undertaking additional research where required, and producing a high quality, publication ready Population Needs Assessment.
Working under the direction of the Programme Director and Deputy Programme Director, the consultant will provide the specialist analytical, research and drafting expertise required to develop a robust evidence base and final assessment within the contract period.
The contract will also include a discrete local needs assessment for violence against women, domestic abuse and sexual violence.
This should complement the regional Population Needs Assessment chapter, but should be treated as a smaller, focused piece of work within the overall contract.
