This scoping document sets out the approach and requirements for the procurement and delivery of The EFDC Electrical Testing Programme, with the objective of ensuring: • Undertaking full electrical installation testing of residential properties and communal blocks. • Achieve 100% Electrical compliance with current electrical regulations. • Cost-effective, sustainable procurement that delivers value for money.
Scope of Services Electrical Installation Testing & Remedial Works • Production of an Electrical Installation Condition Report (EICR). • Agreed remedial electrical repairs identified during testing visits. • Undertake full rewires to domestic properties where condition determines. • Production of Satisfactory certification in line with a 5-year programme. • Uploaded certificate in agreed format via Qualis portal. • Electrical inspection and testing across all communal areas. • Landlord lighting tests, including duration tests. • Labelling of distribution boards and circuits.
Objectives • Deliver a consistent, quality service to customers. • Agree all appointments at convenient times with customers. • Reduce no access visits wherever possible. • Follow variation guidance to ensure cost certainty.
Quality Standards • Compliance with current IET Wiring Regulations, Building Regulations, and relevant British Standards(BS7671). • Health and Safety at Work Act 1974. • NHF Schedule of Rates 7.1 • Accreditation requirements: NICEIC, CHAS, Constructionline. • Ongoing performance monitoring and KPI reporting.
Sustainability & Social Value • Use of sustainable materials and waste reduction strategies. • Commitment to carbon reduction in line with QPS and EFDC targets. • Promotion of local employment and apprenticeships.
Risks and Mitigations Supply chain disruption - Access to multiple suppliers, forward ordering and local sourcing.
Labour - Where possible recruit locally and limit subcontracting work.
Tenant satisfaction - Clear communication with customers across the duration of the work including post-completion surveys.
Governance & Performance Monitoring Dedicated contract management team with escalation routes.
QPS to provide work orders in line with agreed programme quarterly.
KPIs to include • Completions against Target Date • Accuracy of EICR certificates. • Monthly performance reviews and quarterly strategic reporting.
