***** THIS IS AN AWARD NOTICE, NOT A CALL FOR COMPETITION ***** This procurement is being concluded following a mini competition under the CCS Research & Insights RM6126 DPS .

Brief Description of Requirement This contract involves the impact and economic evaluation of the Streamlined Energy and Carbon Reporting (SECR) regulations which were launched in April 2019.

The evaluation will determine the policy recommendation for SECR, as part of the statutory review of the policy.

The secondary aim of the evaluation is to strengthen evidence on the extent to which disclosure drives energy efficiency and decarbonisation actions, and provide learning on the broader EE reporting landscape, and identify how it can be optimised and or streamlined to maximise policy objectives.

The evaluation should be delivered in two phases.

Phase 1 will cover the refinement of the SECR theory of change, evaluation questions, and explore data availability and feasibility of evaluation methods to assess the policy impacts.

As part of this phase, we envisage a focused piece of stakeholder insight research to inform the design of the evaluation materials and situate the policy within the wider EE reporting landscape.

Phase 2 will cover the delivery of the evaluation, addressing the evaluation questions, undertaking fieldwork, and synthesising and reporting the evidence gathered as part of the impact and economic evaluation of SECR.
