The brief

This contract will support the delivery of the Libraries Transformation programme (Appendix 1), which was approved by SCC Cabinet in November 2021 and modernising of the library estate approved in June 2023 (Appendix 2).

The scope of the programme is to deliver significant building transformations to a large proportion of the libraries in the network.

These upgrades include major refurbishments, redevelopments, relocations or smaller refurbishments, to enable the library service to deliver a modern, flexible library service.

Changes to 6 priority library buildings have already been approved for delivery in 2024/25, with more to follow.

We are seeking a design company who can support the programme with library design expertise, and the fitout and supply of furniture, fittings and equipment.

Once the contract has been awarded, the internal fit out of libraries will be finalised through a process of co-design and engagement with residents, stakeholders and key community groups.

Further engagement is planned with key users on specific sections of the design of each library e.g. children, parents and carers will be able to co-design the children's library space.
