The brief

The Greater Manchester Combined Authority sought to appoint a provider to deliver Skills Bootcamps in the GM area.

The appointed provider (Unique and Special Projects Ltd) will deliver a Civil Service Skills Bootcamp, supporting GM residents into suitable job roles within the Civil Service departments based in GM.

The key objectives of Skills Bootcamps in GM are to: - Address the needs of employers to fill skills shortage vacancies requiring specialist/technical skills and improve business productivity. - Address the needs of adults to retrain and upskill whatever their starting point.

Providing clear line of sight to a new role / opportunity / contract. - Diversifying the talent pipeline by targeting groups facing disadvantage in the labour market and underrepresented in key sectors.

The contract period will be from 2nd January 2025 to 31st March 2025, with an additional 6 months of reporting until 30th September 2025.

The delivery involved within this exemption falls under the light touch regulations.

Due to funding for Skills Bootcamps Wave 5 ending in March 2025, and after consultation with the Cabinet Office, GMCA decided that the best route to market was to award via an exemption.
