The brief

The Council proposes to procure a contract to provide waste treatment processing capability for Local Authority Collected Municipal Waste (LACMW).

This is Residual Waste which is unable to be sent to the Energy from Waste (EfW) Plant or diverted from it, via Household Waste Recycling Facilities, Transfer Stations and on occasions from Waste Collection Authorities.

The Council is seeking a solution to reduce its waste disposal costs by engaging a Service Provider(s) with the potential to offer a waste treatment and/or final disposal service and is not limited to using landfill as a means of disposal.

Disposal should be via the most cost effective method in the first instance on a cascading scale, with use of landfill being absolutely minimised with the status of being the disposal option of 'last resort'.

The overall estimated volume for this contract is potentially up to 100,000 tonnes per annum.

This is split into: Core Waste - 50,000 tonnes per annum; and Additional Waste - up to 50,000 tonnes per annum.

This contract is split into 'operational lots' based on regional requirements - Lot 1 - West Kent (Core Waste - 12,500 tonnes per annum, Additional Waste - up to 12,500 tonnes per annum); Lot 2 - Mid Kent (Core Waste - 10,500 tonnes per annum, Additional Waste - up to 10,500 tonnes per annum); and Lot 3 - East Kent (Core Waste - 27,000 tonnes per annum, Additional Waste - up to 27,000 tonnes per annum); Tenderers can bid for one or all Lots as well as any combination of Lots.
