Warrington Borough Council is about to mobilise a significant transformation programme that will deliver changes to the way that services operate, supported by new, streamlined, digital solutions.

The programme covers the whole council, with a delivery timeline over a four year period.

We know that there will be a number of specialist posts throughout the duration of the programme and we are looking for suppliers who are able to help us to plug this gap as and when the requirement to fill one of these roles emerges.

Initially this agreement will run for just over five months to the end of March 2018 to cover our initial resourcing requirements.

We will be using a hybrid Waterfall and Agile approach to deliver the programme and experience of both methodologies will be a key requirement for all roles.

The types of roles that we may need support for fall into the following categories: - Programme and Project Management - e.g.

Programme Managers, SCRUM masters - Business design - e.g.

Business Analysts, Senior Business Analysts - Business and Systems Architecture - e.g.

Enterprise Architects, Solution Architects - Technical roles - e.g.

Lead Developers, Developers, Testing Manager, Test Analysts We are looking for a supplier, or suppliers who can respond to our business needs quickly and with appropriately skilled resources at a reasonable cost.

We intend to appoint between 1 and 3 suppliers in total.

We will expect supplier/s to provide resources either at a day rate, or, alternatively, we will pay an introductory fee for the supplier to source resources that we will pay directly on fixed term contracts.

Suppliers must be able to work on either basis.

All contracts will be within IR35 and suppliers must demonstrate compliance.

Resources must be located within reasonable travelling distance of Warrington.

The council does not pay for 'from home' travel or accommodation expenses except in exceptional circumstances.
