In February 2025, the Government wrote to all council leaders in areas with two-tier structures, asking them to put forward proposals for local government reorganisation.

The timescale set by Government for authorities in the Devolution Priority Programme area, including Norfolk required Interim Plans to be submitted by 21 March 2025 and Full Proposals by 26 September 2025.

The Government announced on 25 March 2025 that it supports 3 unitary councils for the whole of Norfolk.

The Council have appointed a consultant to provide transition support for Local Government Reorganisation in Norfolk following the Government's minded-to decision.

The appointment was undertaken following a mini competition through Lot1a of the ESPO Consultancy Services Framework (reference 664_25).
