The research objectives for this project are as follows: 1.Develop a criteria-based methodology to identify appropriate comparators to a range of specified prison service roles.
2.Identify suitable robust data sources that could be used to inform pay comparisons.
3.[Optional] Undertake an initial analysis of the pay of prison staff in comparison to the identified roles. a) Develop a suitable method for identifying appropriate comparator posts. • Comparators are required for the following prison service grades: 2, 3, 5, 8, 10/11 (OME will provide job descriptions for these roles). • The method might take account of job weight, key characteristics of prison service roles, information on the roles prison staff join from and leave the service to join etc - but the Review Body is open to proposals. • The method might include some form of scoring system, with a chosen threshold applied to assess whether potential comparator roles are a close enough 'fit' to prison service roles. • The method must be repeatable (e.g. the Review Body may wish to review the appropriateness of comparator roles every x years, and will wish to update the pay comparisons annually) Please ensure you review all attached information to ensure a full understanding of this requirement.

This contract will be awarded based on the evaluation criteria set out in the ITQ document.
